Understanding CMIM Marking for Electrical Products in Morocco

The CMIM marking is an essential certification for electrical products entering the Moroccan market. Implemented by the Moroccan Ministry of Industry, Trade, Investment, and the Digital Economy, the CMIM marking ensures that products meet safety and compliance standards as per Law No. 24–09, relating to the “Safety of Products and Services.”

Regulatory Framework

Law No. 24–09 establishes the framework for labeling products intended for the Moroccan market. This law mandates that any importer or manufacturer must comply with the Moroccan conformity marking (CMIM) requirements for products subjected to technical regulations. Key regulations under this law include:

  • Order No. 2573–14: Pertains to electrical equipment designed for use within specific voltage limits (Low Voltage).
  • Order No. 2574–14: Relates to the electromagnetic compatibility (EMC) of equipment.
  • Order No. 2575–14: Covers regulations for toys, requiring manufacturers to establish a technical file, a declaration of conformity, and affix the CMIM marking before market placement.

These orders align closely with European Directives on Low Voltage and EMC, which necessitate the CE marking.

Scope of Products

Products that require the CMIM marking include:

  • Low Voltage Products (Order 2573–14): Applies to electrical equipment designed for voltage ratings of 50–1000V for AC and 75–1500V for DC, with certain exclusions listed in the following tablet
    • Electrical equipment for use in an explosive atmosphere
    • Electrical equipment for radiology and medical purposes

    • Radio-electrical interference
    • Specialised electrical equipment, for use on ships, aircraft or railways, which complies with the safety provisions drawn up by international bodies in which the Member States participate.
    • Custom built evaluation kits destined for professionals to be used solely at research and development facilities for such purposes.
  • Electromagnetic Compatibility (Order 2574–14): Applies to finished appliances or combinations thereof, intended for end-users and capable of generating or being affected by electromagnetic disturbances, with exclusions listed below:
    • Radio equipment and telecommunications terminal equipment
    • Aeronautical products, parts and appliances
    • Radio equipment used by radio amateurs, unless the equipment is made available on the market
    • Medical devices and to active implantable medical devices
    • Apparatus which constitutes a component or a separate technical unit of a vehicle
    • Equipment the inherent nature of the physical characteristics of which is such that:a) it is incapable of generating or contributing to electromagnetic emissions which exceed a level allowing radio and telecommunication equipment and other equipment to operate as intended; andb) it operates without unacceptable degradation in the presence of the electromagnetic disturbance normally consequent upon its intended use;
    • Custom built evaluation kits destined for professionals to be used solely at research and development facilities for such purposes
    • Equipment or parts of equipment subject to specific safety requirements under specific regulations for saidequipment or parts of equipment and relating to the same object
  • Toys (Order 2575–14): Specific guidelines apply.

Compliance Requirements

To comply with Orders 2573–14 and 2574–14, exporters and manufacturers must:

  • Ensure Product Compliance: Only compliant products may be placed on the Moroccan market.
  • Issue a Declaration of Conformity: This document, identifying the products and confirming their adherence to applicable regulations and standards, must be issued in Arabic at minimum.
  • Compile a Technical File: This file should include:
    •       Declaration of conformity
    •       General product description
    •       Product design information (e.g., circuit diagrams, design drawings)
    •       Necessary explanations of drawings
    •       List of applicable standards and essential requirements
    •       Safety analysis and test reports from accredited laboratories
  • Internal Control on Production: Continuous production monitoring to ensure compliance.
  • Affix the CMIM Marking: The marking must be visible, legible, and indelible directly on the product.

Applicable Standards

For low voltage and EMC products, the applicable standards include:

Low Voltage (Order 2573–14)

Moroccan mandatory standards on safety, or international standards such as IEC in the absence of Moroccan standards.

EMC (Order 2574–14)

Moroccan mandatory standards on EMC, or international standards (IEC, CISPR) in the absence of Moroccan standards.

CMIM Marking Details

The CMIM logo combines the letters “C” and the Arabic letter “م” (Mim). According to order 3228–13, the logo must measure at least 6mm in height and be affixed by the manufacturer or exporter in a visible, legible, and indelible manner directly on the product.

Integration with Verification of Conformity Program

From February 1st, 2020, the Verification of Conformity Program requires that any electrical product subject to Orders 2573–14 and 2574–14 must be checked for conformity before export. Additional mandatory Moroccan standards may apply, and it is advisable to consult the Verigates platform for the latest information.

Conclusion

The CMIM marking is crucial for ensuring the safety and compliance of electrical products in Morocco. By adhering to the outlined regulations and standards, manufacturers and exporters can ensure their products meet the necessary requirements, facilitating smooth market entry and consumer safety.
